Supporting Military Families with Special Medical or Educational Needs

Supporting Military Families is a priority for the School Liaison Program and the Exceptional Family Member Program (EFMP).  The School Liaisons and EFMP Coordinators are a resource for parents and school districts and are integral in the state’s implementation of the Interstate Compact on Educational Opportunity for Military Students (ICEOMC). The School Liaison Program and EFMP services are offered service-wide in every state and country with an active-duty military installation.

The mission of the Office of Special Education Programs (OSEP) is to lead the nation’s efforts to improve outcomes for children with disabilities, birth through 21, and their families, ensuring access to fair, equitable, and high-quality education and services. Their vision is for a world in which individuals with disabilities have unlimited opportunities to learn and to lead purposeful and fulfilling lives.

Presenters

Dr. Stephanie Borrowman

Dr. Borrowman is currently the Army School Liaison/Transition Specialist with the Army Installation Management Command Headquarters (IMCOM HQ) G9, Child and Youth Services (CYS). She also has extensive experience in the public school system as a teacher, coordinator, and most recently as a special education director at a large, urban school district. She earned her Doctorate in Educational Leadership in 2015, and her Master’s degree in Special Education in 2009. She is also an Air Force veteran, a military spouse, and has raised four children on installations all over the world.

Ms. Jackie Cajina

Ms. Jackie Cajina is currently the School Liaison Program Manager for Headquarters Marine Corps with the Marine and Family Programs Division. Her duties include writing policy, program evaluation, compliance oversight, training, and building community capacity at a national level. Prior to that she served as the installation School Liaison at Henderson Hall in Arlington, Virginia and Marine Corps Recruit Depot San Diego, California. She is married to a Marine and has three school aged children. Her family has lived in 3 different states over the years and is currently planning a move to their 4th state due to her husband’s retirement from active duty. She holds an Education Specialist degree in Education Leadership. Outside of work, she enjoys volunteering for the military community and coaching soccer. 

Ms. Marjorie Thompson

Ms. Marjorie Thompson has been an Education Program Specialist with OSEP for three years.  She serves as a State Lead for both Part C and Part B States, as well as the Lead Area expert for Military Families.  She has previously worked in both Part C Early Intervention Programs and Part B SPED classrooms, as well as working for the EFMP Respite Care Program which serves Military Families with students with Special Needs.

Ms. Jenn Wong

Ms. Jen Wong is a Program Analyst with the Office of Special Needs within Military Community and Family Policy. She brings extensive experience and a deep commitment to enhancing the lives of Service members and their families with special medical or educational needs. Ms. Wong joined OSN in 2019 and has worked with military families since 2010. Prior to her current role, she worked directly with families enrolled in the Exceptional Family Member Program across the military branches, both overseas and stateside. Ms. Wong is dedicated to shaping policy and facilitating transparent communication aimed to ensure that all military families with special medical or educational needs have access to the vital resources and support they need to thrive, despite the demands of the mobile military lifestyle.
