2021 Annual Business Meeting

November 4-5, 2021

The 2021 Annual Business Meeting (ABM) will be held virtually on Thursday, November 4, 2021 and Friday, November 5, 2021.  The virtual ABM will be held over the course of five hours each day beginning at 11:00 AM Central Time and ending by 4:00 PM Central Time.  Breaks will be provided frequently throughout the course of the meeting.

In 2006, the Council of State Governments’ (CSG) National Center for Interstate Compacts (NCIC), in cooperation with the U.S. Department of Defense, national associations, federal and state officials, State Departments’ of Education, and school administrators drafted the Interstate Compact on Educational Opportunity for Military Children. The Compact provides for the uniform treatment of military children transferring between school districts and states by addressing key educational transition such as: eligibility, enrollment, placement and graduation. The Commission, composed of fifty member states and the District of Columbia, work in concert to help ease the transitions of military children as they transfer interstate between public and Department of Defense schools.

The MIC3 Compact 101 Training is facilitated by the National Office and provides attendees with a working knowledge of the Compact and how to implement it in their schools and state. In this introductory session, learn how the Compact works, state structure and implementation, rules and regulations, and how the Compact supports military students.

The MIC3 Compact 201 Training is for individuals who have completed the Compact 101 Training session. The Compact 201 Training is an interactive session focused on discussing case studies, Compact “grey” areas, and best practices.

This session will highlight additional resources available to military families with exceptional family members. The Mission of Specialized Training of Military Parents (STOMP) workshops is to provide information and resources to military parents, individuals with disabilities and military personal access services. The goal is to enhance connections and knowledge of all attendees and foster collaborative environments to further enhance family and professional partnerships.

This session will also provide additional information about the Navy Judge Advocate General Exceptional Family Member Support Pilot Program. Last year, the Commander, Navy Installations Command (CNIC), launched a three-year pilot program at Navy Region Mid-Atlantic (NRMA) and Navy Region Southwest (NRSW), to educate and support Exceptional Family Member enrollees regarding questions regarding special education. IDEA and Special Education Resources Presentation

Public schools are mandated to educate all children residing in their local communities. Under the COVID-19 pandemic, they are confronted with the complicated task of providing an education in an even more challenging setting of a virtual, hybrid, or in-person environment while supporting the health and safety of students and faculty while meeting the needs for all students.

Dr. Keith Mispagel, Superintendent of Leavenworth Unified Schools in Kansas and Helen Payne, Superintendent of North Hanover Township Schools in New Jersey will discuss perspectives in serving military connected students, collaborations with the U.S. Department of Defense, and unique challenges of military impacted schools. They serve as the President and Vice President of the Military Impacted Schools Association (MISA), an ex-officio member of the commission.

MISA is a national organization that works to provide a continuum of quality education for all military children Formed in 1986, MISA works on funding, legislation, partnerships and programs for military families on the move. Members in MISA are heavily impacted school districts serving military installations.
